Once someone has created a map, does it go online to everyone connected to the yog server?

no. new maps are not distributed without efford to everyone who ever connects to yog.
yes. you can host games with new maps. they get transfered to all your clients. a special case for this is when hosting an auto saved game (for example after a crash).

maps are not stored at the yog-server. they come with every installation of glob2

with 0.9.4 you can now upload maps directly on YOG.
